La politique de privatisation entreprise au Maroc en 1993 constitue, en raison de son etendue, une experience sans precedent dans ce pays, et presente selon le gouvernement marocain un moyen strategique de changement de fonctionnement de l'economie marocaine. Apres un rappel des raisons fondamentales de l'interventionnisme etatique au Maroc durant les annees 60 et 70 et celles qui sont a l'origine de sa defaillance, l'etude presentee ici tente d'analyser la politique de privatisation menee par les responsables marocains a travers ses objectifs et les resultats obtenus jusqu'alors. Le jugement que l'on peut porter sur cette experience a la lumiere d'un bilan d'environ une cinquantaine d'operations effectivement realisees sur 114 privatisables, reste evidemment partiel. Toutefois, il apparait que les principaux objectifs des pouvoirs publics – la reduction de deficit budgetaire, l'amelioration de l'efficacite economique, la sauvegarde et la creation de l'emploi, la consolidation de la region et le developpement de l'actionnariat populaire – ont connu dans l'ensemble un degre de realisation insatisfaisant. En definitive, bien qu'un certain nombre de questions demeurent posees quant a l'avenir du role de l'Etat dans l'economie et a la rationalisation de secteur des entreprises publiques en particulier, et des politiques publiques en general, la politique de privatisation marocaine presentee comme une panacee par ses promoteurs, apparait comme un echec au regard des problemes de developpement de l'economie et de la societe marocaine, qui se sont accentues avec la mondialisation / privatisation.
