Abstract
This chapter reviews the century old efforts of Canada and the United States (US) to manage shared waters with an emphasis on the Great Lakes. Canada, through the urging of Environment Canada, wanted air quality to be the subject of the next reference. The US on the other hand was more interested in questions dealing with the Great Lakes especially water diversions. In December 2000 the Commission issued its first progress report Transboundary Watershed . Although the Commission found interest and support in some quarters for watershed boards, it was forced to conclude that it had neither the widespread support nor the resources to create international watershed boards as proposed. There are also risks for the Commission pushing for strong watershed boards. The limited resources allocated for the Commission’s other work might be diluted weakening the Commission’s effectiveness. Ineffective transboundary watershed boards might be worse than the status quo.
