Este artículo explica una interacción entre gobierno local de la ciudad de Urbana (Illinois, EE. UU.), una comunidad del distrito tres de la ciudad y estudiantes del seminario de posgrado de Datos en Comunidad de la Universidad de Illinois. Un propósito fue buscar alternativas de desarrollo y mejoramiento en la atención de policía para comunidades socioeconómicamente vulnerables. Se usó el enfoque de investigación-acción participativa como marco teórico-metodológico y la prevención de crímenes basada en urbanismo como herramienta de análisis de la relación entre apropiación de espacios públicos y criminalidad. Se exploró el concepto de Nepantla para entender la investigación ciudadana en esta comunidad. Con el uso de datos abiertos del gobierno se argumentó el desbalance en el mantenimiento de construcciones, formas de redes de comunicación, reconocimiento de recursos históricos y culturales, y la comisión de crimen en la zona de vivienda social Crystal Lake Townhome comparado con otras zonas.
