Abstract
With a conceptualization of spheres theorized to impact inclusion and exclusion of seniors in the inner city mosaic, the study utilized participatory action research methods to engage key informants in drawing their knowledge and obtaining feedback regarding the introductory framework. This chapter introduces an enhanced framework with the ultimate goal to more systematically recognize the threats to social inclusion for the older population in the post-modern Canadian city. In the study of a grey ghetto, the chapter examines the challenges to maintain independence and the engagement of seniors across the spheres of material resources, the neighborhood, services and programs, the community and the individual. It focuses on the risks of exclusion for seniors living in poverty and discusses the specific effects of income benefits and the social safety net impacting Canadian seniors. It discusses the context of the inner city of Winnipeg, Manitoba, by introducing the historical urban context and then to the post-modern city.
