Abstract
Greg Bird shares this essay in response to the 2020 COVID-19 / coronavirus pandemic. On February 26, 2020 Giorgio Agamben criticized the Italian Government’s “frantic, irrational, and absolutely unwarranted” declaration of a state of emergency (2020a). Questioning the severity of the danger, he argued that there were two underlying factors explaining the government’s “disproportionate response”: the state of exception has become the “normal governmental paradigm” and the widespread fear and panic amongst the people. A pandemic of a different sort had spread and the only solution available was to contain it with a lockdown.
