Alors que la politique de visa Schengen s’inscrivait initialement dans un processus de sécurisation des frontières et de lutte contre le risque migratoire, elle est depuis quelques années cadrée comme une politique publique lucrative. Cet article fournit des pistes explicatives des facteurs de cette rentabilité et de son articulation avec les objectifs de contrôle et de sécurité. Il retrace la trajectoire du visa Schengen de sa mise en œuvre en 1995, jusqu’en 2015. Lorsqu’elle est adoptée par les États membres, la politique de visa Schengen est d’abord envisagée selon une orientation restrictive (1995-2004). L’effet de rentabilité monte en puissance dès la fin de la décennie 2000, en lien avec le développement de la sous-traitance et la croissance de la demande dans les pays émergents. L’article identifie cet effet de rentabilité comme une conséquence inattendue de la politique des visas, puis explique le recadrage de la politique des visas comme une activité lucrative et concurrentielle entre la France et les autres États membres.
