Abstract
Indeks Kepuasan Layanan Infrastruktur (IKLI) merupakan ukuran yang digunakan untuk mengetahui tingkat kepuasan masyarakat atas pembangunan infrastruktur oleh Pemerintah Pusat dan Pemerintah Daerah, yang dalam hal ini adalah Pemerintah Kota Malang. IKLI yang menjadi suatu alat yang menghasilkan gambaran mengetahui perspektif masyarakat secara obyektif, komprehensif dan kredibel, baik dalam aspek pembangunan fisik maupun aspek manfaat. Berdasarkan pendekatan teori sistem, batasan kriteria efektif dalam pengukuran pembangunan tiap jenis infrastruktur yakni: ketersediaan fisik, kualitas fisik, kesesuaian, pemanfaatan dan penyerapan tenaga kerja, pemanfaatan dan kontribusi terhadap perekonomian. Tujuan Penyusunan IKLI Kota Malang secara obyektif adalah untuk mengetahui persepsi masyarakat terhadap kinerja pelayanan infrastruktur, meliputi beberapa atribut yang langsung dirasakan oleh masyarakat, yang bermuara pada tingkat kepuasan atas pelayanan infrastruktur di Kota Malang. Populasi dalam penelitian ini sebanyak 690 responden, yang disebarkan ke 57 kelurahan dengan diwakilkan oleh 1 RW dari masing-masing kelurahan. Metode analisa yang digunakan untuk menghitunh indeks kepuasan layanan infrastruktur menggunakan Pengukuran Skala Likert, metode analisa maupun interpretasi hasil analisa beracuan pada Peraturan Menteri Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Republik Indonesia Nomor 14 Tahun 2017. Dari hasil pengukuran Indeks Kepuasan Layanan Infrastruktur Kota Malang pada tahun 2019 diperoleh nilai 4,14, yang berarti IKLI Kota Malang pada tahun 2019 berada pada rentang kategori puas.
