Abstract
Cet article part du constat qu’au travers de la compétition fiscale, la fiscalité contribue aujourd’hui à l’existence des inégalités injustes à l’échelle mondiale en aggravant les difficultés des pays les moins développés et en entravant leur souveraineté fiscale. Elle peut cependant être mise au service de la justice sociale mondiale, et nous envisageons ici deux voies possibles : l’harmonisation des systèmes fiscaux nationaux et la mise en place d’impôts mondiaux. L’efficacité en termes de réduction des inégalités et la faisabilité constitueront le double critère permettant de les évaluer. Or aucune de ces deux démarches n’est exempte de difficultés ; cela ne milite pas en défaveur d’une justice fiscale mondiale, mais exige plutôt de penser leur articulation, l’une apparaissant comme le préalable de la seconde.
