Abstract
In the last quarter of the 20th century, Community Service Work sanction first started to be organized as institutional sense in Europe with the influence of changes and transformations experienced in criminal justice system in the world. Then, it has taken place within the Probation System in Turkey since 2005. Our practice of this sanction which is located under Probation System with the influence of transfers from Western criminal law dates back to the Classical Period of the Ottoman State. Community Service Work sanction which has historical development process starting from Ottoman State, then Republic Period to the present day takes attention as a type of sanction with various dimensions. In particular, this sanction that prioritizes social benefit before individual benefit has fulfilled important duties as a source of work force in business lines that are felt work force vacancy and are considered strategic for the state in the historical process. Moreover, this sanction has become an integral part of today's criminal justice system because of serving for the rehabilitation of offenders, making offenders to gain motivation for work and the protection of society. In this research, in addition to conceptual framework of Community Service Work sanction, we try to analyze the historical development process of it from past to present in the light of archival documents and official statements in the world and especially in our country
