Au cours d’un séjour de recherche chez nos voisins du Sud, je me suis étonnée d’entendre un responsable de la planification des transports d’une grande métropole américaine affirmer que la congestion routière n’était pas un problème car celle-ci représenterait un indice de la vitalité économique de la région. Selon d’autres intervenants, la congestion constituerait un faux problème, car le réseau routier serait conçu pour absorber le pic de trafic à l’heure de pointe du matin; ne pas avoir de congestion à l’heure de pointe signifierait que le réseau routier est en surcapacité. Pourtant, les coûts environnementaux, sociaux et économiques liés à la congestion routière sont bien réels et ceux-ci affectent quotidiennement la santé, la qualité de vie et le portefeuille des québécois. Pourquoi et comment réduire la congestion routière? Ce texte présente les impacts de la congestion et explique les fondements scientifiques de la notion contre-intuitive de la demande induite en transports en vertu de laquelle une augmentation de la capacité routière ne fait qu’accroître le trafic. Il aborde également l’efficacité des mesures visant à réduire la congestion, notamment la tarification, les transports collectifs, le covoiturage, l’électrification du parc automobile et l’aménagement du territoire. Une réflexion sur le rôle de la science dans les choix d’investissements et sur la prise de la décision basée sur les données probantes est offerte en guise de conclusion.
