We present measurements of branching fractions and $CP$-violating asymmetries in ${B}^{0}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ensuremath{\mp}}$ and ${B}^{0}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{\ensuremath{-}}{K}^{+}$ decays. The results are obtained from a data sample of $88.9\ifmmode\times\else\texttimes\fi{}{10}^{6}$ $\ensuremath{\Upsilon}(4S)\ensuremath{\rightarrow}B\overline{B}$ decays collected with the BABAR detector at the SLAC PEP-II asymmetric-energy $B$ Factory. From a time-dependent maximum likelihood fit we measure the branching fractions $\mathcal{B}({B}^{0}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ensuremath{\mp}})=\phantom{\rule{0ex}{0ex}}[22.6\ifmmode\pm\else\textpm\fi{}1.8\text{ }\mathrm{(}\mathrm{s}\mathrm{t}\mathrm{a}\mathrm{t}\mathrm{)}\ifmmode\pm\else\textpm\fi{}2.2\text{ }\mathrm{(}\mathrm{s}\mathrm{y}\mathrm{s}\mathrm{t}\mathrm{)}]\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$ and $\mathcal{B}({B}^{0}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{\ensuremath{-}}{K}^{+})=({7.3}_{\text{ }\ensuremath{-}1.2}^{\text{ }+1.3}\ifmmode\pm\else\textpm\fi{}1.3)\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$, and the $CP$-violating charge asymmetries ${A}_{CP}^{\ensuremath{\rho}\ensuremath{\pi}}=\ensuremath{-}0.18\ifmmode\pm\else\textpm\fi{}0.08\ifmmode\pm\else\textpm\fi{}0.03$ and ${A}_{CP}^{\ensuremath{\rho}K}=0.28\ifmmode\pm\else\textpm\fi{}0.17\ifmmode\pm\else\textpm\fi{}0.08$, the direct $CP$ violation parameter ${C}_{\ensuremath{\rho}\ensuremath{\pi}}=0.36\ifmmode\pm\else\textpm\fi{}0.18\ifmmode\pm\else\textpm\fi{}0.04$ and the mixing-induced $CP$ violation parameter ${S}_{\ensuremath{\rho}\ensuremath{\pi}}=0.19\ifmmode\pm\else\textpm\fi{}0.24\ifmmode\pm\else\textpm\fi{}0.03$, and the dilution parameters $\ensuremath{\Delta}{C}_{\ensuremath{\rho}\ensuremath{\pi}}={0.28}_{\text{ }\ensuremath{-}0.19}^{\text{ }+0.18}\ifmmode\pm\else\textpm\fi{}0.04$ and $\ensuremath{\Delta}{S}_{\ensuremath{\rho}\ensuremath{\pi}}=0.15\ifmmode\pm\else\textpm\fi{}0.25\ifmmode\pm\else\textpm\fi{}0.03$.
