Inclusion démocratique : retour sur un cas de gouvernance décentrée de l’adaptation aux changements climatiques

Abstract
Parler d’inclusion démocratique, c’est chercher à impliquer les citoyen.ne.s dans les processus de prise de décision des organes politiques. Évidemment la première question qui vient, c’est celle de savoir comment le faire. Cette tâche complexe se joue sur de multiples échelles : au niveau national, au niveau des provinces ou des états, des régions, des villes; sans oublier des questions qui chevauchent différentes juridictions, dont le niveau international. On sollicite la participation des citoyen.ne.s dans des forums, des commissions, des organismes. Certains types de sondages peuvent aussi être construits comme des outils de participation citoyenne – pensons au Deliberative Polling développé notamment par James S. Fishkin depuis une bonne vingtaine d’années (Fishkin, 2009). Les chantiers à débattre sont nombreux et, bien sûr, on peut discuter longuement des priorités qu’il faut accorder entre ces dossiers! Par définition, un programme d’action est limité par les buts qu’il poursuit et ce qu’il peut mobiliser comme forces et comme moyens. Cet article présente les résultats d’échanges préparatoires menés en étroite collaboration avec la MRC Memphrémagog dans le cadre d’un projet de recherche-action en adaptation aux changements climatiques.
