Perpustakaan merupakan tempat untuk bahan pustaka, yang disusun secara sistematis. Agar perpustakaan dapat melakukan fungsinya sebagai pusat informasi secara umum. Sirkulasi diperlukan untuk permudah pencapaian, perpindahan dari satu ruang ke ruang lainnya dan untuk efesiensi jarak perpindahan. Kasus studi terdiri dari Qatar National Library, National library of korea, dan national library of public information Taiwan. Studi banding dilakukan terhadap ketiga obyek kasus dengan variable hasil menggunakan studi banding pola sirkulasi pengunjung, pola sirkulasi pola irkulasi staff, dan penerimaan buku sehingga hasil menunjukan bahwa bahwa bangunan perpustakaan nasional di 3 kasus studi memiliki pola sirkulasi yang memudahkan pemustaka yang datang, pemustaka akan diarahkan menuju area resepsionis dan ruang loker, kemudian pemustaka baru dibolehkan menuju ke ruang yang dituju. Sirkulasi staff pada 3 kasus studi perpustakaan nasional memiliki akses tersendiri untuk melakukan operasional di dalam gedung perpustakaan nasional. Pada sirkulasi penerimaan buku, buku yang datang akan langsung menuju ruang penyimpanan kemudian akan di cek diruang sortir, prawatan, dan akan menuju ke ruang monograf.
