Le diagnostic d’une crise de légitimité de la police a été posé à la fin du siècle dernier, d’abord empiriquement à travers le développement de phénomènes émeutiers, puis par une importante production de rapports publics en France et dans le monde. Face à cette mise en accusation du travail policier, des réponses institutionnelles ont été imaginées pour essayer de démocratiser les politiques policières. Néanmoins, le modèle de police professionnelle, fortement ancré dans le contexte français, semble faire figure d’obstacle insurmontable à une telle transformation. Comment, dès lors, intéresser la police française à sa relation avec la population ? Dans cet article, nous revenons sur une expérience de recherche récemment conduite en France en coopération avec le ministère de l’Intérieur, dont l’objectif était d’habituer les services de police à soumettre leurs politiques de sécurité à l’examen de la population habitant dans leur secteur. À côté de développements consacrés à l’ingénierie de projet que nous avons adoptée, nous insistons sur la fenêtre d’opportunité offerte selon nous par la transformation du champ scientifique spécialisé dans l’étude des institutions pénales et, en particulier, le développement du courant de la Procedural justice. En rompant avec les approches plus substantielles de la légitimité policière, l’approche procédurale semble permettre de lutter à bas bruit contre l’isolement social du policier, lequel constitue sans doute un des noeuds majeurs à défaire pour ouvrir la voie à une démocratisation des politiques policières.
