Abstract
As Comissões de Socorros, instituídas pelos presidentes de províncias, mas administradas pelas câmaras municipais, tornavam-se a face mais visível do Estado durante a seca de 1877 para os retirantes que invadiam as principais cidades da província em busca de proteção e soluções para seus problemas imediatos. Tais comissões tinham de atender ao apelo dos membros da elite local acerca do controle dos recursos disponíveis e da crescente massa de trabalhadores livres, submetendo-os à disciplina do trabalho, inserindo-os em obras públicas e colônias agrícolas. Para analisar os conflitos entre esses diversos agentes, foram investigados relatórios, discursos e falas de presidência de província do Rio Grande do Norte, bem como dois periódicos locais, o “Brado Conservador” e o “Correio do Norte”.
