Abstract
Child migration resumed within a few years, despite the repercussions of the Doyle Report. Britain and Canada introduced institutional changes to improve the system of supervising workhouse children, who were seen as a state responsibility, although non-workhouse children were still only supervised in an ad hoc manner by the different agencies. Children were brought to the Home in Peckham, sometimes taken from the streets by police or kindly strangers, sometimes handed over by parents or other guardians. Other children were recruited from workhouses. Most parties of children left for Canada in the summer or autumn, beginning their journey by rail from London to Liverpool. Other children from workhouses in the Midlands and the North might be sent by rail to Liverpool from their local parishes. An important feature of imperial federation was the idea of free trade and the free movement of people and capital between the different parts of the British Empire.
