A importância das tecnologias de informação nas sociedades atuais, nomeadamente, ao nível do trabalho, educação, lazer, participação social e acesso ao conhecimento, tem vindo a evidenciar o problema do fosso digital, no sentido em que um conjunto de regiões do planeta, de bairros, de comunidades rurais e de pessoas individuais, sobretudo pobres, ficam, sistematicamente de fora do grupo dos que acedem e permanecem nos ambientes online. Neste quadro, o fosso digital entre os que “acedem à Net” e os “outros” ultrapassa largamente a questão tecnológica para se revelar e transformar num problema de desigualdade social, económica, política e educativa que atinge, atualmente, uma dimensão global. Este texto explora as questões das desigualdades digitais, com especial destaque para as questões educativas nas suas múltiplas relações com o uso das tecnologias de comunicação e das reais possibilidades de “log on”, do poder para permanecer e das competências para participar na inúmera variabilidade dos contextos online.
