Abstract
Inter-governmental relations (IGR) are a significant feature of Canadian federalism and a crucial aspect of why, and why not, organized women’s advocacy and policy objectives are achieved. An understudied aspect of Canadian federalism, it is notable how IGR, and those which involve executive inter-provincial federalism, structurally exclude civil society. Investigating the Council of the Federation through a feminist institutional lens, this chapter offers two reasons why IGR are a strategic site for gender and federalism research. The first are informal norms of behavior which facilitate bargaining and negotiation among actors of executive federalism juxtaposed to the absence of organized women’s participation in IGR agenda setting and presence at formal Council of Federation meetings.
