Abstract
Les transformations des politiques publiques québécoises ont affecté directement les démarches d’action concertée de développement territorial et mis à mal le « modèle québécois ». Une recherche menée dans huit territoires distincts permet toutefois de montrer comment l’intervention collective est en mesure de soutenir efficacement les collectivités en mettant à profit l’histoire locale d’action concertée, en soutenant le leadership des élus, en alliant savoirs pratiques et scientifiques, et en prospectant de nouvelles ressources du côté de la philanthropie. L’article illustre ces facteurs de résilience à partir de situations concrètes. Il soulève aussi des questions quant à l’importance de politiques publiques d’occupation du territoire qui font actuellement défaut, et identifie quatre défis auxquels font face les intervenants collectifs.
