Abstract
Peut-on analyser les politiques de développement durable comme n’importe quel domaine des politiques publiques ? Jusqu’à aujourd’hui les questions environnementales ont disposé d’un statut à part dans l’analyse des politiques publiques. Dans un premier temps, l’article dresse les difficultés théoriques et historiques qui ont pu être un obstacle à la normalisation des études environnementales dans le domaine agricole. La deuxième partie de l’article est consacrée à l’analyse empirique d’un domaine de politique publique concerné par l’écologisation: le plan agro-écologique pour la France lancé en 2012. La troisième partie propose une remontée en généralité théorique, en proposant d’observer si les politiques agroécologiques peuvent être expliquées de manière heuristique à l’aide des grilles classiques du gouvernement à distance et du New Public Management.
