Abstract
From an ethical risk management perspective, it is equally important to understand the individual’s moral weaknesses and what contributes to inducing and reinforcing them. This text presents an analysis of the speech of municipal managers who worked in a context of governance crisis related to allegations of corruption in Quebec. We will target clear evidence of moral weaknesses (moral blindness and moral disengagement) and we will present factors that have helped to induce and reinforce these moral deficiencies. It will be seen that the working environment feeds and at the same time feeds on the strengths and weaknesses of the actors that make it up.
