Jacques Dionne es docente del Departamento de Psicoeducación y Psicología de la Université du Québec en Outaouais. Estudió y trabajó con Gilles Gendreau y la Dra. Jeannine Guindon, los principales creadores de la psicoeducación. Colaboró con ellos en el desarrollo de los conceptos del modelo de intervención y de la profesión de la psicoeducación. El Modelo Psicoeducativo lleva 50 años de implementación en Quebec, con buenos porcentajes de no reincidencia en casos de jóvenes infractores de ley. Su mirada respecto a las segundas oportunidades para estos jóvenes, que propicien su reintegración a la sociedad en forma armoniosa, junto a su vasta experiencia y conocimiento respecto a temas vinculados a niñez y juventudes, lo posicionan en un escenario relevante para la discusión, especialmente en este momento que nos encontramos como país, a la espera de una política pública de Infancia que proteja y mejore la calidad de vida de nuestros niños, niñas y jóvenes.
 Esta entrevista se realizó el 27 de agosto de 2015, en el marco del II Seminario Internacional “Diálogos sobre Infancia y Adolescencia: Construyendo un Sistema de Garantías y Protección de Derechos en Chile”, organizado por Fundación Ciudad del Niño, teniendo como sede las instalaciones del ex Congreso Nacional de Chile.
