Kajian ini dilatarbelakangi oleh perubahan program dari periode lama ke periode baru pemerintahan Kota Malang. Semangat utama kajian ini adalah menganalisis peta transisi program masing-masing urusan dari bentuk program yang lama ke program yang baru Dilaksanakannya kegiatan ini adalah untuk dapat menghasilkan representasi dari kinerja program Bidang Ekonomi di Kota Malang sebagai landasan atau acuan pelaksanaan kinerja RPJMD Kota Malang periode tahun 2018-2023. Selain itu dokumen Evaluasi Kinerja Program Bidang Ekonomi juga merupakan rekomendasi terhadap Pemerintah Daerah Kota Malang, sebagai upaya efektifitas dan efisiensi pelaksanaan pembangunan Kota Malang. Analisis data dilakukan dengan menggunakan teknik evaluasi model CIPP (Contect, Input, Process, and Product). Berdasarkan evaluasi yang dilakukan, penempatan indikator belum merepresentasikan program serta masih banyak keterbatasan data untuk menelaah lebih dalam dan lebih jauh.
