Abstract
L’endettement des consommateurs peut entrainer la deconfiture financiere de ces derniers et celle du systeme financier dans son ensemble. L’acces trop genereux au credit et l’endettement des consommateurs ont ete iden- tifies comme etant une des sources importantes de la crise financiere de 2007-2009. Bien que le Canada se soit tres bien tire d’affaire dans l’en- semble, il faut tout de meme noter l’accroisse- ment constant de l’endettement des Canadiens au fil des dernieres annees, endettement du notamment aux facilites d’obtention du credit. Cette situation, qui resulte d’un encadrement inadequat a l’egard des pratiques financieres contemporaines, represente une faiblesse du secteur financier canadien. Devant l’inquietude du superviseur des institutions financieres, quelques mesures recentes ont ete prises a ce jour par le legislateur federal et les autorites de supervision et de controle federale et quebecoise afin de mieux encadrer les operations de credit immobilier. Nous analysons ces interventions dans le cadre de ce texte.
