Abstract
(Contribution au colloque L'Etat en marche, transparence et reddition des comptes, qui s'est tenu a Ottawa les 24 et 25 mars 2006). Le 4 juillet 1989, la Belgique s’est dotee d’une loi federale mettant en place un dispositif de financement public direct des partis politiques, confirmant ainsi la transformation de leur nature et de leur role dans la democratie contemporaine. Cette loi a ete modifiee a plusieurs reprises. En contrepartie de ce financement, elle impose aux partis politiques des obligations precises : le plafonnement des depenses de propagande electorale; la reglementation de l’utilisation de certains moyens de propagande electorale; l’interdiction des dons de personnes morales et d’associations de fait, ainsi que la limitation et l’identification des dons de personnes physiques; la transparence de la comptabilite des partis politiques; le respect des droits et libertes garantis par la Convention europeenne des droits de l’homme.
