À l’échelle de la zone littorale du Nord et du Pas-de-Calais placée en « zone rouge » durant l’année 1940, les enjeux géostratégiques et idéologiques font des Juifs, présents dans le secteur, les cibles privilégiés de mesures précoces de surveillance, d’identification et d’expulsion commanditées par l’occupant allemand, secondé par les administrations françaises locales. Après l’opération du 17 décembre 1940 au cours de laquelle une cinquantaine de Juifs sont expulsés vers un centre d’internement à Troyes, les autorités allemandes pensent y avoir régler la « question juive » dans la zone. Cependant, à partir de l’été 1942, l’occupant y achemine environ 2 600 Juifs pour les interner et les exploiter dans les camps et les chantiers de l’organisation Todt. La déportation de la majorité d’entre eux en octobre 1940 atteste de la mise en œuvre de la « Solution finale » dans la région. Le changement d’échelle donne à voir toute la diversité et la complexité du processus de persécution des Juifs dans ces deux départements.
