Abstract This chapter opens with a historical exploration that examines the emergence of ideas of peaceful change in the writings of classical liberal philosophers—particularly Immanuel Kant—and analyzes the ways in which liberal strategies for change entail both domestic and international transformations. It proceeds with brief historical illustrations of how liberal ideas began to influence policy prescriptions for peaceful change, then moves on to explore the ambitious policies aimed at creating a multilateral liberal order in the post-1945 period. The chapter concludes with a discussion of some of the contemporary challenges to the multilateral liberal order, long regarded as key to long-lasting peace and prosperity.
