Abstract
L’histoire de la pratique référendaire en France est un peu celle d’un rendez-vous manqué avec un univers intellectuel et institutionnel républicain pourtant a priori favorable aux valeurs sous-jacentes à la démocratie référendaire que sont la souveraineté du peuple et la participation des citoyens à la recherche collective de l’intérêt général et du bien commun. À l’exception notable de la période gaulliste, rares sont les moments où référendum et république ont fait bon ménage. Les obstacles conceptuels et contextuels qui expliquent cette méfiance de la tradition républicaine française à l’endroit du référendum ont certes évolué avec le temps, mais ils persistent néanmoins encore aujourd’hui, à l’heure où la démocratie référendaire est davantage revendiquée par des mouvements politiques alternatifs, qualifiés d’antisystèmes.
