Abstract
The Canadian Energy Efficiency Alliance (CEEA) is Canada's leading independent advocate promoting the economic and environmental benefits of EE. Established in 1995 to only increase competitiveness and environmental protections, but also improve how stakeholders collaborate to promote EE in Canada, this not-for-profit organization works with federal and provincial governments as well as stakeholders to ensure EE is a priority for all sectors of the economy. Investing in EE has become a key policy priority in Ottawa and a central focus in a number of provinces, as exemplified most visibly by the establishment of new EE-related Crown Corporations in Alberta, Manitoba, Ontario and Quebec. The board declared that it was pleased with the progress made under the leadership of Elizabeth McDonald, having realized much of the potential that CEEA Version 2.0 promised less than five years prior. To aid their discussion, CEEA and CEF conducted a market needs assessment to determine what would be needed to accelerate EE investment in Canada.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from it
