Abstract
Le présent cahier de recherche s’intéresse aux formes et structures de la gouvernance du secteur culturel municipal. Il traite du cas très particulier de la Ville d’Ottawa qui occupe une place privilégiée, comparativement à d’autres municipalités de taille semblable au Canada, notamment en raison de sa forte concentration en ressources humaines, administratives, financières, matérielles et in extenso artistiques. L’étude de cas s’est concentrée sur le Groupe de Recherche sur la Culture à Ottawa (GRCO), une entité intersectorielle informelle créée sous l’initiative de la Ville d’Ottawa et qui vise à rassembler des acteurs gouvernementaux, privés, associatifs et universitaires afin de promouvoir une démarche commune de production d’indicateurs et de données en matière culturelle. En convoquant deux structures idéales-typiques de la gouvernance des politiques publiques, le présent texte soulève donc la contribution mais aussi les enjeux et les défis d’un tel collectif vis-à-vis de la gouvernance du secteur culturel ottavien. This research paper focuses on the forms and structures of governance in the municipal cultural sector. It emphases the very particular case of the City of Ottawa, which occupies a privileged position compared to other municipalities of similar size in Canada, particularly because of its high concentration of human, administrative, financial, material and artistic resources. The case study focuses on the Ottawa Cultural Research Group (OCGR), an informal intersectoral entity created at the initiative of the City of Ottawa and which intends to bring together government, private, associative and academic actors in order to promote a common approach to the production of indicators and data on cultural matters. By convening two ideal-typical structures of public policy governance, this paper raises the contribution but also the issues and challenges of such a collective action vis-à-vis the governance of the cultural sector in Ottawa.
