A partir d’une recherche doctorale comparée France-Canada, nous étudions les effets différenciés des rapports publics consacrés à la prison et au pénal et la diversité des usages qui en sont faits par les élites politico-administratives. Les rapports ne rencontrent pas le même écho auprès des acteurs politiques et administratifs des deux pays. Nous mettons en évidence, premièrement, que la capacité des rapports à pénétrer la sphère politique est fonction des propriétés sociales de leurs rédacteurs. En France, où la sécurité publique est un enjeu politique conflictuel de premier plan, les rapports ont servi de cautions techniques à des projets gouvernementaux axés sur la répression et l’expansion du parc pénitentiaire, plutôt qu’à éclairer le débat. Au Canada, dans un contexte de relative stabilité du système politique et de moindre politisation de la sécurité publique, rapports administratifs et parlementaires se sont succédé pour asseoir une tradition de modération pénale. Cet article montre qu’un affrontement modéré entre les camps idéologiques en compétition pour le pouvoir constitue un terreau plus favorable à la stabilisation d’un référentiel d’action publique.
