תקציר בעברית: במהלך העשורים האחרונים הולכת ומתבססת ההכרה בצורך לקדם יעדים לאומיים להפחתת פליטות גזי החממה כדי לצמצם את הקצב וההשלכות של תהליכי שינוי האקלים. מדינות העולם אומדות את הפליטות בתחומן ובוחנות אמצעי מדיניות שונים לאמידה ביעדים. עם זאת, יש לזכור כי בעידן הגלובלי, כאשר מסחר בין-לאומי של מוצרים ושירותים הוא חלק משמעותי בפעילות הכלכלית של מדינות רבות, הצריכה בכל מדינה קשורה באופן עקיף לפליטות גזי חממה במדינות אחרות. הבנה זו הולכת ומתבססת במחקר, ופליטות גזי חממה שמקורן בצריכת מוצרים חושבו עבור מדינות רבות בעולם. אומדן פליטות גזי חממה שמקורן בצריכה של מוצרים, יכול לשמש כלי להגברת מודעות צרכנית, וכן כלי עזר לקביעת מדיניות לאומית ובין-לאומית להפחתה ולמסחר בפליטות. אנו מציגים תוצאות מחקר שמביא לראשונה חישוב פליטות גזי חממה מיבוא מוצרים לישראל בשנים 2000–2008. במחקר נמצא כי סך הפליטות מיבוא מוצרים לישראל, ללא פליטות הכרוכות בהובלה, מגדיל את הפליטות המתרחשות בתחומי ישראל בכמחצית, ונמצא במגמת עלייה לאורך תקופת המחקר. פליטות אלה מתרחשות ברחבי העולם, ובעיקר בסין, בארהב, בקנדה, ברוסיה ובאירופה. English Abstract: A global consensus regarding the need to promote national and global emissions reduction targets has been established over the last few decades. As a part of the global efforts to mitigate climate change, governments estimate their territorial greenhouse gas emissions and implement policy measures to reduce them. Nevertheless, today's global economy in which international trade plays a major role, consumption in any country can be related in directly to greenhouse gas emissions in other countries. This concept has been used in different studies which estimated emissions embodied in the consumption of products and services by different countries. Consumption based accounting of greenhouse gas emissions may be used as an instrument for informed national and international policy making or to raise consumers' awareness. This study presents for the first time an account for the emissions embodied in products imported to Israel for the years 2000-2008. It shows that emissions embodied in imports to Israel (emissions of transit are excluded) adds on average 50% of Israel's territorial emissions, and increases between 2000 and 2008. Most of these emissions occur in China, the United States of America, Canada, Russia, and the EU.
