Relations between Mexico, Canada, and the United States have been transformed by the December 1992 North American Free Trade Agreement (NAFTA), especially in regard to border cities and towns. The NAFTA provision allowing direct trucking between Mexico and the United States by carriers of both nations has been one of the most contentious. To date, all of the planned cross-border trucking plan's milestones have been missed as the plan itself has repeatedly been delayed. Delays are due to factors including Congressional actions and new lawsuits. The author examines United States-Mexican trade status leading to NAFTA's implementation, with focus on border economy development. A review of the first ten years of the NAFTA agreement is made. NAFTA criticisms are analyzed and reasons for trucking plan implementation failure are given by each side. The author also examines United States-Mexico transborder cities' natures, economies, future prospects, and potential impacts of NAFTA's cross-border trucking provisions.
