Abstract
Security Intelligence Review Committee (SIRC) apparently have tried to argue that the word 'oversight' is synonymous with 'review'. The word 'oversight' is not used once in the legislation which created SIRC, whereas the word 'review' is used extensively, and Part III of the Act which, inter alia, sets out the mandate of SIRC, is headed 'Review'. There are important differences between the roles of the US legislative committees and the President's Intelligence Oversight Board and the role Parliament assigned to SIRC, just as there are important differences between the political and constitutional settings in which the United States (US) and Canadian committees work. If the US concept of 'oversight' was to become entrenched in the Canadian legislation, either by substituting the word 'oversight' for 'review' or in other ways, the unique character of the Canadian experiment represented in the CSIS Act would be destroyed.
