This presentation outlined the framework for the basic changes that will be made to Canada's Equalization Program and Territorial Formula Financing. Recent and future natural resource developments in Atlantic Canada may improve the relative economic performance within the region. However, there is concern that the current structure of the Equalization Program distorts policy decisions related to the exploitation of natural resources and discriminates against some provinces. In particular, it has been proposed that the Atlantic Provinces should withhold development of their natural resources until they get a better deal on equalization entitlement. This new framework proposes changes to how payments are allocated among receiving provinces and territories in order to improve the Equalization Program's stability, predictability and growth. A review of offshore oil and gas agreements was presented with particular reference to the Atlantic Accord and the Canada-Nova Scotia Offshore Petroleum Resources Accord which gave Newfoundland and Labrador and Nova Scotia the right to collect royalties and levy taxes on offshore operations. This study analyzes alternative treatments of natural resource revenues within the Equalization Program, and presents 80 scenarios (20 for each of 4 fiscal years) involving both low-revenue and high-revenue variants for offshore Newfoundland and Nova Scotia. Ten conclusions were drawn from the analysis of these alternative scenarios. 31 refs., 13 tabs., 11 figs.
