Abstract
Durant la crise des années 1930, la qualité des logements montréalais se dégrade rapidement. Le gouvernement municipal doit donc étudier la question de la salubrité des logements et tenter de trouver des solutions pour résoudre ce problème. La Commission du logement salubre est alors créée afin d’enquêter sur les taudis montréalais et de proposer des plans de rénovation urbaine. Cette commission se met à la recherche des meilleures pratiques internationales en matière d’intervention sur les logements. À travers des voyages d’études, la recension d’articles de journaux et des correspondances entre fonctionnaires, la Ville de Montréal s’intègre alors dans un vaste réseau d’échanges de connaissances et de savoir-faire. La compétition intermunicipale étant très forte, cet aspect des relations entre les villes prendra une importance capitale dans la façon dont Montréal abordera les problèmes liés aux taudis et dans la façon dont elle tentera de les résoudre.
