La corruption des élus serait selon les enquêtes d’opinion l’une des sources de la défiance du public à l’égard de la politique. La mesure de la corruption établie par l’indice de Transparency International rend compte de l’opinion d’experts et non pas de celle des citoyens ordinaires ; ces derniers, qui n’ont pas d’expérience vécue en tant que victimes de ce phénomène, ne le perçoivent qu’à travers les médias et le scandale qu’il provoque quelquefois grâce aux lanceurs d’alerte. Paradoxalement, bien que les électeurs portent majoritairement un jugement moral négatif sur les pratiques corrompues des élus, ils votent pour ceux qui procurent avantages et faveurs même lorsqu’ils ont fait l’objet de condamnations.
