Via un aperçu des principales institutions environnementales mondiales, cette contribution témoigne des difficultés du Programme des Nations Unies pour l’environnement (PNUE) de devenir l’organisation mondiale de l’environnement. Même si la Commission pour le développement durable a été supprimée, le PNUE ne doit non seulement concurrencer des organisations classiques, onusiennes et non, mais aussi des institutions hybrides, sans personnalité juridique internationale, tels que les conférences des parties des accords environnementaux multilatéraux, le Fonds pour l’environnement mondial et le Groupe d’experts intergouvernemental sur l’évolution du climat (GIEC).
