« La securite fonciere est toujours citee comme l’un des objectifs majeures des reformes a engager en Afrique. Cependant, la nature exacte de l’insecurite en question et de ses causes reste assez floue. Cette imprecision interdit de juger de la pertinence des outils mis en œuvre. Et l’experience des dernieres annees montre que les politiques conduites au nom de securisation, se revelent porteuses de nombreux vecteurs d’insecurite ».
