Implementing international treaties occupies an important part of the early stage of China’s international environmental cooperation. This chapter compares two cases of treaty implementation—The Montreal Protocol on Substances that Deplete the Ozone Layer (or the Montreal Protocol) and the Convention on Biological Diversity (CBD). It reveals different interest groups—both enforcement and compliance agencies—in the process. The comparison is motivated by a counterinitiative development that the high—profile commitment to the CBD, which was heralded as a poster project of environmental diplomacy, received less success than the implementation of the Montreal Protocol. Key findings suggest industrial interest groups-the refrigerator sector and the traditional Chinese medicine sector—conditioned the degree of implementation of international environmental treaties by mobilising nationalistic rhetoric as a counterargument to environmental diplomacy.
