Salah satu unsur budaya masyarakat Timor Dawan adalah tuturan tonis. Jenis tuturan ini memiliki ciri bahasa dan unsur ‘pelisanan’ yang khas yang dilaksanakan dalam berbagai jenis ritual baik yang bersifat sosial maupun yang bersifat relijius. Bahkan, tuturan tonis itu sendiri adalah inti dan puncak pelaksanaan setiap acara resmi secara adat dan ritual dalam masyarakat ini. Tonis digolongkan kedalam jenis sastra ungkapan karena teks sastra ini terbentuk dari unsur-unsur imajinasi, kata kongkret, gaya bahasa, diksi, irama yang menjadi satu keutuhan dan keterpaduan untuk menjalankan fungsi-fungsi ekspresif, tematis, dan fungsi sosial dalam masyarakat pemiliknya. Sebagai teks lisan, tuturan tonis terdiri atas atau terbentuk dari adanya bentuk bahasa, artikulasi, volume suara, nada dan intonasi, ekspresi dan gerak fisik. Secara umum, isi tonis mencakup unsur dan perangkat-perangkat dalam wujud pernyataan-pernyataan yang isinya adalah tentang orang, tempat, dan peristiwa berdasarkan sejarah, kepercayaan, tema-tema kehidupan, keadaan dan hukum alam, hukum adat, norma-norma kemanusiaan, dan budaya. Sebagai teks, tonis ada dan berfungsi karena memiliki makna dan nilai. Itu berarti bahwa baik atau buruknya tonis didasarkan pada kemampun pembentukan makna atau ‘pembermaknaan’ dan kemampuan pembentukan nilai atau kemampuan ‘pembernilaian’ oleh penutur tonis atau atonis melalui kemampuan memanfaatkan perangkat-perangkat tonis dan kemampuan vokal, kontak, dan visual dalam penyajian atau pelantunan tonis.
