Korean Abstract: 본고에서는 보험업 시스템 리스크 발생 가능성에 대한 이론적인 분석을 제공하고 있다. 특히 보험업에서 시스템 리스크가 발생할 수 있는 가장 기본적인 이유 중 하나인 인슈어런스 런(insurance runs)의 발생 메커니즘과 그 파급효과를 분석하였다. 특히 미래에 사고가 발생하더라도 보험회사가 보험금을 지급하지 못할 것이라는 우려가 커질수록 어떤 유형의 보험가입자들이 보험계약을 우선적으로 해지할 것인지를 분석하였다. 분석 결과, 위험관리능력이 뛰어난 보험가입자들이 우선적으로 보험계약을 해지하는 것으로 나타났다. 이들 보험가입자들은 자체적으로 미래 사고를 방지할 수 있는 능력이 뛰어나 보험회사의 부실위험이 높아질수록 보험계약을 유지할 유인이 줄어들기 때문이다. 다만, 인슈어런스 런이 보험회사의 재무적 건전성에 미치는 효과는 모호한 것으로 나타났다. 이는 보험사고가 발생할 위험이 낮은 보험가입자들이 보험계약을 해지함에 따라 보험사업의 수익성이 줄어드는 반면 보험금이 미지급될 것을 우려한 보험가입자들이 자체적으로 위험을 관리함으로써 보험사업의 수익성이 개선되는 효과가 상호 상쇄되기 때문인 것으로 보인다. 본고에서는 수치분석을 통해 인슈어런스 런이 보험회사의 건전성에 미치는 영향을 살펴보고 정책적 시사점을 논의하였다. 나아가 본고에서는 모형을 확장하여 인슈어런스 런에 의해 부실화된 보험회사를 최소의 경제적 비용을 소모하여 정리할 수 있는 방안을 이론적으로 고찰하였다. 특히 부실 보험계약을 인수하는 보험회사의 수익성과 보험계약을 이전함으로써 유지되는 소비자 후생을 종합적으로 고려할 때 보험계약, 특히 보험료를 어떻게 조정하여 이전하는 것이 최적의 방식이 되는지 살펴보았다. 분석 결과, 부실 보험회사가 보유한 보험계약의 수익성이 어떻게 되는지에 따라 보험계약의 최적 조정방식이 달라지는 것을 확인하였다. 특히 초기 계약조건에 명시된 납부 보험료가 매우 낮아 인수 보험사의 수익성을 극도로 악화시킬 경우 보험가입자가 추가로 이탈함에도 보험료를 인상하여 수익성을 보장하는 것이 효율적이라는 점을 입증하였다. 그러나 최적 보험료 인상률은 보험계약의 보장 범위, 보험사고 발생 확률, 보험사고의 충격 수준에 따라 달라질 수 있음을 확인하였고, 이들 변수의 변화에 따른 최적 보험료 인상률의 변동 추이를 수치분석을 통해 제시하였다. English Abstract: This paper provides analysis on insurance runs, which are defined as simultaneous requests to cancel insurance contracts by a large number of policyholders, as a potential source of systemic risk in insurance sectors. Contrary to runs on banks, the heterogeneity of risk management ability among policyholders enables insurance runs to have a direct impact on insurers’ solvency. We show that policyholders with high risk sensitivity are more likely to cancel their insurance contracts, which has a negative effect on the solvency of the insurer hit by a run. However, insurance runs may also induce the remaining policyholders to manage their own risks more prudently, which has a positive effect on the insurer’s solvency. We present numerical examples on whether or not the overall impact of the insurance runs exacerbates such solvency. We further study how a resolution policy should be designed to maximize the social welfare, which is the sum of the consumer surplus and net worth of the insurer acquiring insurance contracts from the other insurer going bankrupt. An increase in the insurance premium may improve the net worth of the insurance contracts, but it may also accelerate the exit of policyholders managing their own risks more prudently. We numerically analyze how the optimal insurance premium varies with the coverage plans; the systematic risks and; the severity of the risks exposed to consumers without insurance.
