Abstract
La culture specifique du Canada et son systeme politique, le federalisme, ont fortement influence son experience dans la creation de nouvelles formes d’organisation pour la prestation de services. En 1867, le Canada a adopte un regime federal. Dans la mesure ou le nouveau pays comportait des communautes differentes sur les plans linguistique, culturel et regional, on a considere que le federalisme etait un compromis entre l’integration complete de colonies independantes et le statu quo. Les partisans du federalisme etaient d’avis que ce systeme allait unir les differentes communautes sous un meme gouvernement, pour la realisation d’objectifs communs, tout en preservant et en respectant les differences entre ces communautes et la personnalite de chacune d’elles, grâce a la creation de gouvernements provinciaux distincts.
