Abstract
This chapter explores the various ways in which substate leaders responded to new impulses at a regional level. It reviews the strategies pursued by substate dictators in the late Stalin era. The chapter discusses the new leadership that began to deemphasize a primary form of political exclusion or expulsions from the party. It describes how expulsions began a steady decline from 1953 and then by the early 1960s, expulsions had fallen to a quarter of the levels in the late Stalin era. It also highlights Joseph Stalin's agency problem from the center's perspective and reviews how it was dealt within the regions.
