Abstract
A Gestão Integrada de Recursos Hídricos (GIRH) preconizada por organismos internacionais e adotada como abordagem central do sistema de gestão de águas em vários países, inclusive no Brasil, parte do princípio que a participação é um elemento central na GIRH. Partindo disso, o presente artigo se propõe identificar e analisar os limites, desafios e oportunidades de participação nos Comitês de Bacias Hidrográficas (CBH) brasileiros. Para isto, este estudo toma como ponto de partida a normatividade internacional sobre água e os dispositivos desenvolvidos para o seu cumprimento, bem como a Lei das Águas brasileira. O estudo ainda faz uso da análise integrativa da literatura e analisa 15 manuscritos acadêmicos que estudaram em profundidade comitês de bacias hidrográficas brasileiros de quatro regiões do país. Se conclui que problemas com a representatividade de grupos minoritários como os povos indígenas e o descumprimento das cotas percentuais de participação estabelecidos na lei existem. Em função das limitações verificadas conclui-se que o processo de inclusão é limitado de tal sorte que a participação efetiva que assegure equidade, diversidade e inclusão não acontece em sua plenitude nos comitês de bacias hidrográficas brasileiros.
