Abstract
In articles on the regulation of the Canadian legal profession in the 1980s and 1990s, Harry Arthurs described the 'ethical economy' of lawyer regulation. Arthurs suggested that law societies only discipline lawyers when the profession's reward from the discipline is high and its risks are low. Law society discipline. reflects a tendency to allocate its scarce resources of staff time, public credibility and internal political consensus to those disciplinary problems whose resolution provides the highest returns to the profession with the least risk of adverse consequences.
