캐나다는 광활한 국토와 풍부한 자원을 보유하고 있으며, 무역과 재정에서 흑자를 유지하는 강한 경제가 특징이다. 특히 1980년대부터 인접 경제인 미국과 자유무역을 적극 추진하여 이를 국가경제 도약의 발판으로 마련하였다. 2013년 우리나라와 캐나다는 수교 50주년을 맞았지만, 전 세계에서 차지하는 양국간 경제규모나 위상에 비해 협력은 아직 미약한 상황이다. 캐나다 정부는 한ㆍ캐나다 수교 50주년인 2013년을 ‘한국의 해’로 지정하는 등 우리나라와의 관계를 더욱 강화하려는 노력을 경주하고 있다. 양국의 교역구조를 보면, 우리나라는 자동차 등 공산품을 주로 수출하고, 캐나다는 석탄, 알루미늄 등 자원ㆍ원자재를 공급하는 상호 보완적인 무역구조를 가지고 있다. 더구나 캐나다는 미국과의 과도한 무역집중 해소 및 무역시장 다변화를 위해 현재 한ㆍ캐나다 FTA에 적극적인 입장이다. 따라서 한ㆍ캐나다 FTA는 물론 자동차부품, 항공우주, 신재생에너지 등 캐나다가 경쟁력을 가지고 있는 분야에 대해 협력개발 및 전략적 제휴를 확대할 필요성이 제기된다. 이러한 관점에서 본 연구는 우리나라와 캐나다 간 중장기적인 경제협력방안을 제시하였다. 첫 번째 단계로 한ㆍ캐나다 FTA 체결을 통해 양국간 무역 및 투자를 포함한 경제협력을 활성화시킬 수 있는 외형적인 틀을 마련하는 것이다. 두 번째 단계로 내형적인 틀을 만드는 작업으로, 단순한 상품 관세철폐가 아닌 무역, 투자, 에너지ㆍ플랜트, 지재권 등에 전략적인 협력 유도는 물론 신재생에너지 분야에서 제3국 공동 진출 및 연구를 활성화하는 등 다방면에 걸친 협력이 병행되어야 한다. 마지막으로 캐나다는 지식산업에 대한 연구역량이 축적되어 있고, 우리나라는 일명 창조경제를 위한 엔진을 가속화하기 위해 해당 분야의 정부는 물론 민간 차원에서 다각적인 협력을 강화할 필요성이 있다. 한편 우리나라는 글로벌 금융위기 이후 내수 감소를 극복하기 위하여 해외 주요국과의 인프라ㆍ에너지 협력을 강화해야 한다. 해외건설, 원전ㆍ플랜트, 자원개발 등 대규모 프로젝트에 대한 수주ㆍ협력을 확대하여 국내산업의 수요기반을 확충할 수 있다. 해외건설 등 대규모 프로젝트는 국내산업의 활성화를 돕고, 자원개발을 통해 에너지원을 확보할 수 있는 장점이 있다. 따라서 대형 프로젝트 시장을 선점하고, 해외 자원개발을 내실화하는 등 해외수주를 늘리기 위한 정부 차원의 대책 마련이 필요하다. 종합하면 캐나다는 자원부국이면서 국제사회에서 주요 의사 참여국 및 결정자로서 중요한 전략적인 위치를 가지고 있다. 또한 캐나다는 제조업 기반이 약하고 산업재를 주로 수입에 의존하고 있어 우리나라 기업들의 시장 진출 가능성이 높은 것으로 평가된다. 한ㆍ캐나다 수교 50주년을 맞아 양국간 경제관계가 한 단계 도약할 수 있도록 협력관계를 확대할 필요성이 있다. The purpose of this research is to analyze the 50-year history of Korea-Canada diplomatic relations, and come up with propositions for sustained economic relationship by analyzing a) current status of bilateral economic cooperation between Korea and Canada and b) mid-to-long term plans for economic cooperation. Canada has rich natural resources and a strong economy that enjoys a surplus in trade and finance. However, bilateral economic cooperation between Korea and Canada remains relatively weak in spite of the fact that the two countries have maintained diplomatic relations for fifty years, and the economic size and global stature of both countries. Trade between Korea and Canada can best be described as complementary. Korea exports manufactured goods while exports from Canada consist of primarily resources such as coal and aluminum. This has made Canada very eager in terms of completing the Canada-Korea FTA. Though Canada’s focus up until now has been on the US market, Canada is now looking to diversify its trade markets. Korea needs to develop and extend strategic cooperation with Canada especially in areas of strength for Canada, such as auto parts, aerospace and renewable energy. Therefore, this report will suggest policy options for enhancing long-term economic cooperation between Korea and Canada. First, it is important to establish an external framework through the Korea-Canada FTA to promote bilateral trade, investment, and economic cooperation. Second, economic cooperation in various fields, such as trade, investment, energy, plants, intellectual property rights, joint research, joint expansion to foreign markets, etc., should take place in parallel with abolition of tariff walls; all of which represent part of a larger effort to establish an internal framework. A comprehensive economic cooperation between governments and the private sectors of both countries thus becomes necessary, since Canada’s research capacity is integral to bolstering the growth of a creative economy in Korea. On the other hand, Korea's domestic demand has become weaker due to the recent global financial crisis. This further necessitates strengthening of economic cooperation with energy-rich countries like Canada, in fields including infrastructure and energy. Korea needs to revitalize domestic demand by expanding economic cooperation through large scale projects related to overseas construction, nuclear power plants, resource development and etc. Large-scale overseas projects can re-energize the domestic industry as well as secure energy resources for Korea. Hence, measures need to be taken at the government level to increase the number of overseas contracts. In conclusion, being an energy-rich country with a significant role in international society, Canada becomes very important strategically in Korea's point of view. Also, the manufacturing sector (except high value added technology) in Canada is not competitive in the global market and is dependent on imports of intermediate goods which presents Korean companies with opportunities to advance into the Canadian market. On the occasion of the 50th anniversary of diplomatic relations between Korea and Canada, we can state with certainty that the need to strengthen economic cooperation and economic relations between the two countries is greater than ever.
