This paper proposes a design method of a single, passive and lossless Huygens' metasurface for field transformations that do not conserve local power. Based on the optimization of auxiliary surface waves to redistribute the total power across the metasurface, independent control of the amplitude and phase of the transmitted fields is possible without incurring reflections. The method is verified by the design of a metasurface-based Taylor aperture antenna that is fed by a single current linesource.
