Abstract
Cet article n’est pas le fruit d’une recherche scientifique, mais plutôt celui d’une recherche action reposant sur une expérience de sous-ministre de la Santé du Canada de 1993 à 1998. À partir d’événements vécus à ce poste, il tente de tirer un bilan des rapports entre la haute fonction publique, les scientifiques, les décideurs politiques et la population dans des périodes de crises durant lesquelles la prise de décisions doit se prendre dans l’urgence, la peur, et fréquemment, l’incertitude des données scientifiques souvent contradictoires, étant donné que la science avance et se modifie au jour le jour. Enfin, il examine particulièrement comment les rapports entre le savant et le politique se sont joués au Québec durant l’actuelle pandémie et suggère quelques pistes de travail pour le futur.
