Abstract

Este ensaio considera que a regulação supranacional operada pelo PISA (Programa Internacional de Avaliação de Estudantes, tradução de Programme for International Student Assessment é uma força indutora de políticas educativas no Brasil e em Portugal. O estudo tem abordagem qualitativa, seguindo os pressupostos da pesquisa sociocrítica. O enquadramento metodológico tem como baldrame a ótica da política educacional, no caso o projeto neoliberal, cujos reflexos impactam na vida das pessoas. O projeto neoliberal, tornado hegemônico pela globalização da economia, afigura-se, segundo Dardot e Laval (2016), como uma nova racionalidade, uma “nova razão do mundo”, a fabricar o esgotamento da democracia liberal e a determinar novas formas de ver o mundo. Estarmos à mercê de uma Regulação Transnacional, operada por organismos multilaterais, entre os quais a Organização para a Cooperação e Desenvolvimento Econômico (OCDE), coordenadora do Programa PISA. A gramática do PISA difunde normativas e prescrições, mormente num contexto de influência de grande impacto e credibilidade. Sob tal ângulo, anunciamos o propósito que movimenta este artigo, qual seja o de analisar a regulação supranacional operada pelo PISA e suas influências no campo. Para o alcance de tal propósito, apontamos, a tese da regulação supranacional, enquanto possibilidade de compreensão que esta categoria permite (Afonso; Costa; Autor; Carvalho). Esta visão apresenta a política educacional, demandada por uma agenda estruturada externamente aos estados nacionais.
